Most of the time the streets are festive in DC. Of course, there are places and times that should be avoided. But around most places in the center of the city, close to the Capitol, Verizon Center, GWU, etc., things are okay. I don't think DC is a city like New York...never sleeping...but it is alive for most hours of the day and night. Great places to eat, art, theater, etc., and lots of smiling people. I like the city at night, I'm cautious but I'm of advanced chronological experience and so have to be careful. My issues have to do with not being as mobile as i once was which means I'm usually sitting or standing in one place. In the shot below, I was sitting on the steps at the side of the Portrait Gallery. Lots of happy faces!
